ROX-32009: Set 15.10 as default RDS version

Description

Set to 15.10 after all tenants migration so probe and new tenants are using 15.10

• Unit and integration tests added

• Documentation added if necessary (i.e. changes to dev setup, test execution, ...)
• CI and all relevant tests are passing
