ROX-32760: Remove the addon reconciliation logic

Description

Remove the addon reconciliation logic, since it's being decommissioned.

• Unit and integration tests added

• Documentation added if necessary (i.e. changes to dev setup, test execution, ...)
• CI and all relevant tests are passing
