Description
This adds a release action, which is heavily inspired by how GitHub releases their GitHub actions (e.g. actions/checkout).
While currently not applicable due to only having one version of the action, this leaves room open for later on easily introducing another breaking version (in case there are Central API changes or any other breaking changes).
Also added a short README with the release doc.
I've kept it purposely lightweight and without release drafter, we may add this at a latter point if we feel strongly about it.
