Fix Emulator test intermittent errors

Since merging https://github.com/stellar/stellar-cli/pull/1321 (adding additional ledger device models) we have seen intermittent failures on these emulator tests. When re-running the tests, it seems to fix the failure. I suspect that there is some flakiness in the `get_emulator_events` function.
