[FEATURE] MCP client should support elicitation

Problem Statement

Currently the strands MCP client only supports tools and prompts, which is only a part of the MCP spec. The other functionality like elicitation should also be supported in the Strands MCP client

Allowing the Strands MCP client to support elicitation will allow Strands to leverage the entire power of MCP, not just the tools functionality

• Human in the Loop [FEATURE] Support Human-in-the-Loop (HIL) capabilities #204
• MCP Notification Listener. This is a more general problem with the high impact feature of auto refreshing tools on a tools changed event.
