This pull request integrates Tracy, a low-overhead, real-time profiler, into SU2. It adds a
tracy_enableMeson build option, supports code instrumentation with Tracy macros, and includes setup instructions for the Tracy server, enabling developers to optimize CFD simulations efficiently.
