Mute a users votes

Sometimes you get people in the all feed drive by downvoting everything they see even if it fits perfectly in the community. In lemmy the only way to stop them is by banning them but that stops them from posting

This would stop all vote actions on communities in the instance (+ other communities but for this instance only?) from being made

I would just ignore every vote interaction.

This could help on vote spamming too, and bots would have a hard time checking if it worked.

I would imagine we add a status column to the votes table. The status can be "APPROVED" by default and for hidden ones it can be "HIDDEN". These will be an enum in the application. Adding a status field allows for other comment states like PENDING in the future if we want to hold votes for review or whatever.
