Add functionality to work with Skylab ATM data

Describe the feature

the data from the Skylab ATM is available from NRL, and it would be really nice to have some functionality to search for and load the data (especially the overlappograms and spectra)

Hi @Abinash-bit, I am not sure there is a file in this repository that can be changed, it would need to be a new file.
