feat: pg_partman all major versions

What kind of change does this PR introduce?

Making pg_partman available on all major versions.

• bg worker in shared_preload_libraries

• Do we want to create a user for partman exclusively or set the bgw_role as postgres?

@hunleyd I am converting this to draft for right now. @encima is helping us work on it, but we'll need some more review and testing before we can merge.

Working on tests, need to add these to the 15 image with both Timescale and partman

No need to add configs as the defaults are sane:

• partman_bgw uses postgres as user and dbname so perms are good
• bgw interval likely does not need tweaking to start with

@samrose this has tests for the extension itself as well as for moving from hypertables to partman managed native partitioning. From the postgres side, this is ready to test on staging but I will let you decide when this can be marked as ready

Discussed with Sam yesterday. Plan is to build an AMI from this and get it in Staging so that it can be tested by a wider audience
