I reverted this patch (#1079) on swift/release/5.3 (#1113), as the Swift half didn't get pulled into 5.3, without realising that we have an auto-merger from swift/release/5.3 to swift/master.
Re-apply the original patch on swift/master, which will hopefully fix things for good.
