Add api tests to pre-commit CI checks

It doesn't look like checks are running for PRs right now: #507

• Set up prettier if it isn't already set up, and run a prettier check prior to merging #512
• set up eslint if it isn't already set up, and run an eslint check prior to merging #513
• Run api tests prior to merging #514
