feat: some enhancements

• close confgen(merger/scatter): auto find the primary workbook if only input a secondary workbook #36
• close feat: support predefined types in different namespaces #55
• close log: sink FILE with relative filename has no effect on Windows #56
• Fixes generated list name in VerticalPredefinedStructList
• feat(confgen): support new option: IgnoreUnknownWorkbook. This option specify whether converter will not report an error and abort if a workbook is not recognized in proto files.
• unittest: refer check with subdir rewrites
• Sheet Specifier: support sheet specifier in Merger/Scatter: <Workbook>#<Worksheet>
• ecode: add numerical and boolean value parser ecodes
