This PR adds
outline-colorto the transition-property again, and updates the implementation foroutline-hidden.The
outline-hiddenwill behave exactly the same asoutline-noneexcept in forced colors mode. In forced colors mode,outline-hiddenwill force a 2px solid border.Closes: #15591
