[TASK] Need support to access runtime api using webb-rs

Overview

The relayer needs support to access runtime APIs provided by the substrate node.

Now that subxt had added support for runtime-api using the metadata exposed by the substrate in paritytech/substrate#13302.
For more details paritytech/subxt#918

We should update subxt and regenerate the metadata

Checklist

• Update webb-rs with latest subxt
• Update relayer

We will be needing Polkadot v0.9.42 for metadata v15 :(

However, metadatav15 is not stable yet, the expected time is June 30th
