[CHECKLIST] Create a tangle runtime for launch

We currently have a rococo runtime, we need to create a tangle runtime that we would submit for the crowdloan, this would be identical to the current rococo runtime but with two changes, more stricter/safer fee calculation and call filters on the pallets we dont use initially. Before we make this runtime, we need to

• Update benchmarks for all pallets, calculate benchmarks on [standard machine]

  • [TASK] Update benchmarks for all pallets protocol-substrate#314
• Address sbp review for protocol-substrate ([fix] address SBP fixes - part 2 protocol-substrate#291)
• Adddress sbp review for dkg-substrate ([fix] Address sbp review dkg-substrate#491)
• Figure out if all pallet configs are safe
• Test monetary fee values are safe
• If we dont strictly require all pallet functionality at launch we can add filter guards to the non-essential ones to reduce attack vectors. [TASK] Setup a runtime level CallFilter #154
• Create a prod runtime
