[TASK] Initial Distribution : Convert a percentage to vesting

For the addresses with initial distribution the total balance is credited at genesis, change this to a vesting model, so instead of crediting the entire balance at genesis, we credit X% at genesis and the balance is vested over time.

This should be handled in #356. Basically since we want all tokens to be claimed through this pallet, a portion goes to balance and otherwise to vesting.

Questions

• Can we create multiple vesting objects for the same account? (Say with different cliffs, etc.)

General approach

• Create a section of claims for "investors": This should have ~1 year cliff w/ 2 year total vesting. (No tokens released until 1 year of blocks have passed and after that the vesting pallet should handle linear distribution of funds).
• Create a section of claims for "team": This should have the same vesting as above. Let's prepare to do 1% not vested (so in balances) and 99% vested according to the schedule above.
• Create a section of claims for "airdorp": Linear w/ 1 month cliff. 1% at launch, 99% vested.
