Roles pallet : Introduce `role` session key

Goals:
Similar to the wdkg key we introduce a new ecdsa key called the role key as a session key, this key will be associated with the roles pallet. For every new validator that opts in for a role, we need to store their role key, this role key is used to verify all submission from the participant.
