The LGPL v3 is written as a set of additional permisions to the GPL. As such, it requires the text of the GPL be included with it. By including the GPL, this simplifies distribution by relieving distributors of the need to hunt down a copy of the GPL themselves.
I added an old copy of the GPL that didn't use HTTPS in the link back to the FSF. This changes the link to the HTTPS version.
