Currently, information about the release process is partially documented under the /tekton folder README and partially under RELEASE_PROCESS.md. When going through the release process for tkn, I very often find myself going back and forth looking for some details. I propose that it would make it easier to follow by making a single doc under RELEASE_PROCESS.md. Perhaps the current README under the /tekton folder could feature a brief description/link to the doc.
I think it makes sense to still have the docs for the rpm/deb release process documented where they currently are.
