Support setting of Temporal Headers through CLI / GUI

Is your feature request related to a problem? Please describe.

We are using ContextPropagator to set headers in the MDC on our client and propagate them to workflows.
However, when a workflow fails and we attempt to restart it from GUI, the headers set by the ContextPropagator are no longer available.

Describe the solution you'd like

1. Support setting of setting temporal headers through CLI.
2. Support setting of temporal headers from GUI.

Thanks for the report! I have opened independent issues at temporalio/cli#876 and temporalio/ui#3029 for the two projects and am closing this one since there aren't SDK aspects to it. Please follow those for updates.
