[Feature Request] importing workflow into activity dependency causes “gRPC failed to connect before the deadline” error

Improve error messages when:

workflow code ends up in an activity dependency / non-sandboxed side, or
activities and workflows end up mixed in a way that breaks the sandbox assumptions.

Current error message is Failed to connect before the deadline which points connectivity or cloud auth issues and sends down the wrong debugging path.
