Why only Spark Plan?

But, why it is only for Spark Plan? Is it licensing issue? Performance issue?

Yes, Performance issues and unwanted high costs. As stated on the Firebase docs, Cloud Firestore charges you for each document read and this library reads all of the documents in a collection before filtering them.

Let's say you have a Spark Project (or prototype) and you want to perform a search on a Collection with 50 documents. This project will read 50 documents each time a search is made. Now if each user performs 10 searches per day and you have 100 users, it will sum up to 50K reads which is the daily limit on the Free plan.
When you upgrade to the Blaze plan, you'll probably have way more documents and users, which means the number of reads will be even higher and you'll have more costs.

What Firebase recommends is using a 3rd party search service like Algolia. Now what this solution does is save your document to their indexed DB when a new document is added (1 Read for each new document). And when you want to perform a search, you'll actually be reading from the Algolia Database and not from Cloud Firestore.
