Context
Cert formulary scaffold + wiring landed in 5334682 and cfdac79 (PR #48). Migration adding cert_level column has not yet been applied to production Supabase.
Acceptance criteria
- Migration applied to prod Supabase via
drizzle-kit push or MCP
- cert_level populated for all existing formulary rows (EMT/AEMT/Paramedic)
- RLS policy audited (cert_level must not leak across tenants)
- Schema gate skill all-green post-migration
- supabase advisor WARN count unchanged
