FL Tampa: outreach to medical direction for current protocols

Context

Tampa Fire Rescue does not publish protocols publicly. Need to reach their medical direction office for current PDF/policy package.

Acceptance criteria

• Identified medical direction contact
• Outreach email sent with Protocol Guide overview + request
• Follow-up sequence (3 touches over 2 weeks)
• Outcome logged: protocols received / denied / no-response
• If received, hand off to ingestion workflow
