TDD-guard evaluation: re-enable or permanently disable decision

Context

TDD-guard is currently inactive. Make an explicit decision: re-enable with updated config, or permanently disable and remove the hook.

Acceptance criteria

• Current TDD-guard config reviewed
• Pros/cons weighed (friction vs TDD discipline)
• Decision recorded in ADR
• If re-enable: hook wired, config tuned, smoke test
• If disable: remove from .claude/tdd-guard/, settings.json cleaned
• MEMORY.md updated
