18.04 is two years old now and 20.04 is almost released. This doesn't make much difference anyway since 'language: python' runs everything in a virtualenv. It will make a difference when we add another job with another language: Signed-off-by: Marc Herbert <marc.herbert@intel.com>

Also upgrade Ubuntu to 18.04 since is two years old now (20.04 is almost released)
