apt.conf has proxy settings to build new image. For convenience, it is copied from the host, But apt.conf should be removed from the image, which will be proxy-free. Signed-off-by: Fred Oh <fred.oh@linux.intel.com>

WIP, need more testing.
I could not include this upgrade to #4172.
Image build time is too much. But the changes are top of #4172. Only last commit is for Ubuntu upgrade.
