What problem does this feature solve?
Two things. Firstly, add a permission to /worlds help and /buildsystem. Mainly so you can easily hide it without the need of a third party plugin.
Secondly, only show lines for each command in the help menu if the player has permissions to use it. Example being only showing the "/worlds edit " line if the player can use /worlds edit in that world. Helps cut down clutter and hide extra commands from lower ranks.
