从当前代码看，手机/Web 端新建的 Codex 会话，确实会按“runner 启动的远程会话”处理，不是普通本地终端会话。runner 会固定传入 --hapi-starting-mode remote --started-by runner，而 runCodex() 也会把 startedBy === 'runner' 的会话起始模式设为 remote。因此，你说的“手机启动后，电脑侧不能双击空格切回本地”这一点，和当前实现是一致的，因为双击空格这条切换逻辑只在有交互式 TTY 的终端 UI 里处理。

另外，我在仓库里没有找到 chrome-devtools-mcp 这个名字的启动逻辑。HAPI 在 Codex 里明确注入的 MCP 只有一个 hapi bridge；也就是说，单从 HAPI 代码里我只能确认它会配置 hapi mcp，不能确认 chrome-devtools-mcp 这个黑窗是由 HAPI 直接拉起的。当前远程 Codex 路径里，最接近的相关进程是 codex app-server，它在 Windows 下会用 shell: process.platform === 'win32' 启动。
