[BUG] QPS fail to 0 when one in three of the TiKV is killed #313

Describe the bug
Enable gRPC forward.
When one of three TiKV is killed, the QPS of get/put falls to zero. The requests keeps retrying on the same store despite gRPC forward is enabled.
