Proto repo commit missing #591

1. Describe the bug
The build script doesn't update the branch in local to the latest commit, which might fail to build while dev/proto.sh references a newer commit that the local repo doesn't have.
2. Minimal reproduce step (Required)
Ref a newer commit than the local proto repo has.
3. What did you see instead (Required)
Checkout fail
4. What did you expect to see? (Required)
Build normally.
