Make GITM compatible with Manhattan these are all the changes to support the GITM model now that we have netcdf input/output files from filter, updates to the namelist, and updates to the interpolation routine to do all ensemble members at once, and using the quad interp routines. this also uses hyperslab netcdf read/writes to move data from the individual gitm block files into single netcdf variables and back.
