Repeated metadata elements not supported by hash representation #45
Description
Versions 0.97 § 2.2.2 indicates that "All metadata elements are optional and MAY be repeated. Implementations SHOULD assume that ordering is significant...." Gem version 0.4.4 does not support repeated elements or preserve order due to the hash used to represent the bag-info.txt file internally.
