Needs better handling for manually altered bags.

This is going to require some investigation. It seems like the library doesn't handle cases where a bag has been altered on disk (and is invalid).

Manifesting these files can throw unexpected errors, or (worse) succeed silently. Error handling should be uniform and perhaps there should be protection against accidentally remanifesting a bad bag.
