Plugin API Not Found During Local Cross-Plugin Invocation (Works via Proxy)

When invoking APIs across plugins in Frames, remote calls through the proxy work as expected. However, when attempting local plugin-to-plugin invocation, the system fails to locate the target plugin API.

When using the Ray engine, this issue occurs. It does not happen when using the local engine.
