State what the package does and how it is used in README.md

There is zero information about what the package does or how it is used.

Please add that to the README.md file.

I came here to raise the same issue, because this package has just been pulled in to some of our projects as a dependency of virtualenv. I'd missed that the heading in the README was a link to the docs. Could it be made more explicit? I'd be happy to make a PR.
