concepts: auto-link to Basic Concept page form Glossary and tooltips

Would be nice that when there's actual md content under a basic concepts file frontmatter (tooltip text)

1. The entry's title in the Glossary links to the full concept page (see concepts: workspace #2453 (review))
2. The tooltip text is auto-appended with a "More info" link in a new line (see docs: couple workspace tooltips #2755 (review))
