function that adds new dependency to existing dvc file

I've been doing it by manually editing the file and dvc commit but it is prone to mistakes
and requires all the other dependencies to be present on the machine

Closing because we've are sticking to "edit dvc.yaml" approach these days, as CLI becomes too overloaded and unusable.
