Prevent opening multiple inspector page on clicking browser action

Describe the problem and steps to reproduce it:

Click browser action to open page.
Page opens.
Click again browser action.
New page opens.

What did you expect to happen?

Opened oage should be focused instead of opening new page

Anything else we should know?

browseraction click should open new page only if there is no inspector page open.
