Fileserver, Mediaserver & Torrentserver - use javacript for tklweb-cp

Currently Mediaserver & Torrentserver both pull in PHP purely for the tklweb-cp (i.e. landing page). IMO that's pretty dumb!

Fileserver doesn't pull in PHP, but instead uses perl. While that works, it's not my favourite.

We already have a few appliances that use javascript, so I reckon that's the way we should go.
