This commit finalizes Phase 4 of the Jules LLM integration. It includes the complete implementation of
JulesBridge,PromptBuilder, and integration intoGovernanceOrchestrator. Significant bug fixes were applied toRiskScorer,StorageEngine, andContextBuilderto resolve existing test failures and ensure backward compatibility. The CLI commands for history snapshot and trend were verified manually.
