Sass docs updates

• Includes new Sass variables and maps in the emphasis text colors, subtle backgrounds, and subtle borders.
• Redesign the scss-docs generated partial to include linked filename and design that's more consistent with snippets and examples.
• Updates docs structure to create more consistency around ## CSS sections.
