Support older anchor versions for IaC deployments

Currently, the automatic generation of the subgraphs IaC for older anchor versions is breaking. We fail to parse the IDL, then throw an error, preventing the program from being deployed.

Best case, we support older IDL versions for subgraphs.
Worst case, we detect an older version and don't build the subgraphs IaC, or just skip the subgraphs deployment at runtime
