We had a busy agenda of people not yet ready blocking the application of others. This simplifies the order and expects the applicants to only announce and register a spot once ready. Thereby the queue will represent true load and if getting out of control calls for more DMB meetings to be scheduled. Signed-off-by: Christian Ehrhardt <christian.ehrhardt@canonical.com>

Out of recent load in the applicants to the DMB we need to sort out who is really ready.
For all that are already scheduled we reached out and work with them if they can be pulled forward.
For all others and into the future we expect to schedule and announce only once ready.
That will make the agenda/queue to represent true ready-to-handle load and might then trigger extra DMB meetings to process them faster.
