An outcome of #3589 was that i_cs_stress has been set by default to 0 (it is turned off) even though our documentation correctly points out that this is unphysical and is not recommended.
As such, many input files do not compute the CS shear peak stress correctly.
This issue corrects this, by setting the default value of i_cs_stress = 1
