Create backend adapter function for moving multiple populations at once

Currently SolarSystemPopulationManager only provides spinoff/resettle for single populations, but the client should be able to move multiple populations at once in order to be able to synchronize their arrival. Therefore an adapter function should be implemented in ConquestManager that takes options for multiple populations moving from different origins to the same target.
