Add support for missing phinx options in commands

At least migrate and rollback commands missing --dry-run and --fake. And all commands miss --no-info

We’re going to archive this repository as we don’t use anymore Phinx.

Feel free to open a last MR in order to add the missing options and I will merge it with pleasure in a last version!

Sure, I'll do that. The issue I'm having is with legacy project, not yet ready for migration.
