CLDR-18401

  • This PR completes the ticket.
  • Update README date, version, status.
  • Update cldrVersion in dtd and xsd files.
  • Update CLDR version in pom files
  • Update GEN_VERSION in CLDRFile
  • Update DEV_VERSION in ToolConstants.java. Do not yet add entry for 47 in CLDR_VERSIONS(ToolConstants.java) and in CldrVersion.java; wait until 47 final tag/release, and do as a separate step.
  • Update spec version. The status (draft, proposed update) should already be correct on the main branch. Also remove the mods for 47 and earlier, add a section for 48.
  • Add XCG ZWG to currency80 in coverageLevels.xml. XCG becomes legal tender March 31; ZWG recently became legal tender but was temporarily removed from currency80 for 47 to not impact coverage levels. Delete outdated test skips for currencies.
