feat: refine mission control next-up transitions

Summary

• add shared Mission Control motion presets for fast/smooth surface switching
• refine Next Up and rail/drawer segmented transitions with shared indicators + crossfades
• hide running workstream rows from Next Up cards in Mission Control while preserving running summary context
• add reduced-motion-safe transition fallbacks for all new choreography
