feat(plugin): add consolidated orgx read tools

Summary

• add orgx_query_org_memory, orgx_recommend_next_action, and orgx_get_morning_brief to the plugin surface
• route the new read tools through typed OrgX client helpers and domain allowlists
• update agent-suite guidance, docs, and feature index to prefer the consolidated surfaces
• keep orgx_get_outcome_attribution as a compatibility alias

• baseline note: npm run test:hooks is already red on clean origin/release/v0.7.28 in the autopilot slice lifecycle suite; failures reproduced before merging this change
